ACLU Updated Submission to the 2026 Universal Periodic Review

On April 10th, 2026, the American Civil Liberties Union (ACLU) contributed an updated individual submission for the fourth cycle of the Human Rights Council's Universal Periodic Review (UPR). After the United States refused to show up for its initially scheduled review on November 7th, 2025, the United Nations Human Rights Council permitted updated reports from civil society organizations who submitted during the initial period from March to April 2025.

This submission expands on the ACLU's previous one from April 2025, where we outlined the ongoing attacks against sanctuary cities in the United States, including the federal government’s attempts to coerce state and local governments to cooperate with their abusive enforcement measures. In this updated report, we detail new and disturbing developments in the Trump administration’s violations of U.S. human rights commitments and international standards – including the federal government’s abusive and violent immigration crackdowns, and illegal lethal military strikes against vessels in the Caribbean and Eastern Pacific region.
